Today, most of urban areas in developed countries have been confronted with parking problems, that is, for instance curbsides of central business districts in large cities are often occupied by illegally parked vehicles which become obstacles to the safe and smooth flow of traffic and have a negative effect on commercial activities. Therefore, to obtain a better use of the available parking space is one of the most important objectives of transportation system management.This research aims to develop a basic consideration related to a useful parking strategy in congested central business districts. The major conclusions in this research are as follows :1)The effect of the provision of parking information and execution of enforcement against illegally parked vehicles has been made clear, depending on several investigations. The most important result is that if they are carried out at the same time, the effect of multiplication of the two measures becomes very large.2)Depending on the analysis of parking behavior, a nested losit model has been developed, in which parking fee, waiting time, distance to a destination, and frequency of illegal parking enforcement are the dominant variable. This model can be used not only the choice between off-street parking spaces, but also the choice among off-street parking spaces and illegal on-street parking spaces.3)Using the model, the effectiveness of parking management techniques has been evaluated.
今天,发达国家的大多数城市都面临着停车问题,例如,大城市中心商务区的路边经常被非法停放的车辆占据,这成为交通安全畅通的障碍,并对商业活动产生了负面影响。因此,更好地利用可用停车位是交通系统管理的重要目标之一。本研究旨在为拥挤的中央商务区制定有效的停车策略提供一个基本的考虑。本研究的主要结论如下:1)通过多次调查,明确了停车信息提供和执法对违停车辆的执行效果。2)通过对停车行为的分析,建立了以停车费、等待时间、到目的地距离、违章停车次数为主导变量的嵌套LSIT模型。该模型不仅可以用于路外停车位的选择,也可以用于路外停车位和路内违章停车位的选择。3)利用该模型对停车管理技术的有效性进行了评价。
