项目摘要

本研究は、地域経済に根ざした、農業、公共事業、サ-ビス業の市場開放に与える影響を地域経済学、計量経済学の立場から輸入係数の変化を内在化した地域間産業連関分析モデルを新たに構築し、空間的一般均衡解および空間的部分均衡解として実証研究したものであり、その分析上の視角は次の4点である。第1にこれらの部門の市場開放による影響は全国9地域の産業総生産にいかなる影響を与えるか、第2にこれら部門の市場開放による影響は生産ベ-スと付加価直ベ-スとで、いかなる違いがあるか、第3にこれらの部門の市場開放による影響は地域内・地域間の波及を通じていかなる前方連関効果および後方連関効果を発現させるか、第4にこれらの部門の市場開放による相対的影響はどのようなものかである。本研究ではこれらの諸点について農業部門(酪農品、精穀、でん粉の各部門)、公共事業部門(道路関係、河川・下水道・その他、農林関係の各公共事業部門)、サ-ビス業部門(商業部門)別にシミュレ-ション分析を実施し、その結果より次の知見を得た。すなわち、今後、予想されるわが国の市場開放に対する政策的インプリケ-ションとして、地域産業はその生産性の向上ばかりでなく、その波及効果も考慮した地域産業構造再編という見地から対応していかねばならないこと、とりわけ従来、個別産業的対応に終始しがちな産業政策から「アグリビジネス」政策など、特に後方連関的影響を考慮した生産流通対策の充実が望まれることが知見として得られた。

This study focuses on the analysis of inter-regional industrial linkages from the perspectives of regional economics, econometrics, and market opening, agriculture, public utilities, and services. The first is the impact of sector market opening on the overall production of nine regions across the country; the second is the impact of sector market opening on production; the third is the impact of sector market opening on intra-regional and inter-regional communication; the front and rear are connected. The fourth is the impact of the opening of the sector. This study focuses on the agricultural sector (agricultural, refined grain, and flour sectors), the public utility sector (public utility sectors related to roads, rivers, sewers, and agriculture and forestry), and the business sector (commercial sector). In the future, we will consider the policy of opening up the country's market and the impact of regional industrial restructuring on productivity. We will consider the policy of opening up the country's market to individual industries. In particular, considering the impact of the rear linkage, the production and circulation strategy is fully expected to be realized.
