1.米の国内自由化(流通、転作の緩和など)によって、国内生産構造がどのように推移してゆくか。その1つのポイントは、規模拡大が進展するか否か、すなわち農地流動化がどのように推移するかである。そこで、当年度ではその前提となる基礎分析として、稲作におけるコスト低減と大規模借地農の形成条件、および土地需要の価格弾力性について考察した。2.規模階層別に、総合生産性と規模の経済性および技術進歩の成長率を推定した。結果によると、総合生産性の成長は技術進歩によってもたらされているが、その成長率はわずか年率0.6%程度である。今後のコスト低下の可能性は、まさに規模拡大の可能性に強くリンクしていることが確認された。国内自由化によって予想される米価の低下が、規模拡大への構造変動を誘発するか否か、このことが我が国全体の稲作生産の将来的ウェイトや方向性を強く規定することになる。3.農地賃貸借が成立する経済的条件は、平均概念と限界概念から考えられるが、まずはじめに平均概念から規模間の費用格差について分析した。東北と北陸の比較において顕著な地域性を確認することができた。3ha以上層が借地可能な対象農家の規模は次のとおりである。東北:0.3ha未満,北陸:1.5ha以下。そして、米価引き下げが行われた昭和62年についてみると、大規模層の地代負担力と小規模層の所得はともに減少しており、短期的にみて米価低下が借地可能な規模を縮小させるとは言い難い結果であった。4.農区別および規模階層別の価格弾力性を比較すると、東北に比べて北陸が弾力的であり、また大規模層ほど弾力的であった。そして、高賃金低地代地域における借地と、低賃金高地代地域での作業受委託という地域性をより鮮明にするものであった。
