協同組合は、現在その基本的価値を問われている。一方では「協同組合の経済化」の延長線上に農協、生協、信用組合の株式会社化が行われ、意思決定の効率化や資本形成の頂進を図っている。他方、直接民主主義(底辺民主主義)の原理を強調する小規模な協同組合=オ-ルタナチブが広範囲に族生している。とくにドイツの場合は「協同組合の経済化」を徹底している一方、「エコバンク」などのオ-ルタナチブも多数発生しているため、協同組合事業方式の新展開を考察するのに有利である。その背景は一方でヨ-ロッパ共同体の統合による競争の激化であり、それが協同組合の経済化を推進し、他方で地域主義、ポスト工業化思想がオ-ルタナチブを推進している。協同組合に対する保護政策がまだ強い日本や韓国と比較すれば、両方のドイツはおよそ10年以上先行している。日本や韓国での今後のいっそうの規制緩和を予想して、本研究はまず競争の激化に備えた協同組合の経済化の側面を重視した。ドイツの協同組合の経済化は、資本形成問題に焦点を当てたときに、最も明瞭に浮かび上がる。活同組合の資本形成におけるドイツの経験は、2つの段階を画している。協同組合の法形式を維持しながら、組合員の出資を促す法改正を行ったことおよび組合員の範囲をこえた資本形成の手法を開拓したこと(享益権証券など)、第2の段階は、協同組合の株式会社化による株式発行である。株式プレミアム=創業者利得の取得など株式会社の有利さを協同組合に取り込もうとしたのである。ここには「協同組合的株式会社」の概念も合立している。高度工業国としてのドイツ、日本、韓国を相互に比較すれば、いずれの国においても共朝に、規制緩和と競争激化が協同組合の経済化を必然にする。他方この過程の進行のもとで、オ-ルタナチブが発生しうるかどうかは、地域主義、ポスト工業化の思想を草の根の人々とが持ちうるかどうかにかかってこよう。
