This research reveals facts and logics of water shortage in a large-size basins as follows;(1) Too much optimistic water management in early autumn after typhoon season on the basis of future runoff expected in normal year caused water shortage of carry-over stored storage in reservoirs. In the Yodo river basin this type of shortage typically occurred in some drought years.(2) Too much optimistic expectation of runoff caused by melted snow in a basin on flow discharge basis caused shortage of water storage in reservoirs in all basins due to over generation of hydroelectric power.(3) Unexpected and precisely unpredictable runoff in the other catchment areas resulted in "over-spill" flow discharge at river mouth(s). A regulating reservoir can be only one measure to save this kind of spill.(4) Such regulation in basin-wide water management as decrease in diversion requirement of river water resulted in "protective" over-diversion by every association and sequentialy in eralier defecit of storage in reservoirs.(5) "Release for flood control systems" of reservoir capacity management can not be applicable in these basin.
本研究揭示了大型流域缺水的事实和逻辑:(1)台风后初秋过于乐观的水资源管理,是基于正常年份对未来径流量的预期,造成水库结转蓄水量不足。在淀川流域,这种短缺通常发生在一些干旱年份。(2)对流量基础上的流域融雪径流量预期过于乐观,造成各流域水库蓄水不足,水电过度发电。(3)其他集水区的意外和精确不可预测的径流导致河口的“溢出”流量排放。调节水库只能是挽救这种溢出的措施之一。(4)流域水资源管理中的这种调节,如减少对河水的引水需求,导致各协会的“保护性”过度引水,从而导致水库蓄水量的早期不足。(5)水库容量管理中的“防洪系统放水”在这些流域已不适用。
