科学研究費補助金は,その発足以来,大学等の研究機関における学術研究を,基礎研究から試験的研究まで幅広く支援してきている。また,分野も文学,歴史,法学などの人文・社会科学から理学,工学,医学などの自然科学までのすべての専門分野にまたがっており,今や日本の学術研究を支える基盤的経費として位置付けることができる。近年,学術活動を支える研究環境の整備,とりわけ,学術研究の振興の要となる科研費の拡充が緊急の課題となっており,これに伴い学術審議会等から科研費の配分審査体制の一層の改善・充実が求められている。これらを受けて研究種目の改編や分科・細目表の改正等が行われてきているが,科研費における学術研究の進展に寄与するためには,科研費による学術研究の実態を分析しその動向等について詳細な基礎データの整備・収集・分析を行うことが必要である。このため,平成5年度は下記のとおり調査研究を行った。(1)科研費の審査員に対するアンケート調査科研費の一般研究等の審査は書面による第一段審査と合議による第二段審査の二段審査制により行われているが,平成5年度の審査に携わった第一段審査員及び第二段審査員並びに平成6年度の審査に携わった第二段審査員に対して,配分審査方法と実際に審査を行った際の問題点等について,アンケート調査を行った。(2)各大学の研究者に対するヒアリング調査メンバーが手分けをして,大学等の研究者から,科研費における学術研究の実態,科研費に関する要望,本研究課題で検討中の配分審査方法の改善案等に対する意見等について,ヒアリング調査を行った。(3)アンケート調査・ヒアリング調査の集計・分析2年間のアンケート調査・ヒアリング調査等の結果を集計・分析し,研究成果報告書を取りまとめた。
