In this project, we have analyzed the industrial policies in Japan and Korea respectively covering the following ten items : industrial policy versus macroeconomic policy, history and current issues of industrial policy, implication of industrial policy to agricultural sector, role of financial sector in industrial policy, industrial adjustment policy, industrial promotion policy, policy on anti-monopoly and small/midium firms, changes in environment and industrial structure, industrial policy and business, and industrial policy and national economy. From the comparative study, we have found out the following results.1.Industrial policy divides roughly into two categories : one is 'policy for efficiency' and the other is 'policy for equity'. Looking at industrial policies in Japan and Korea historically, both government had put emphasis on policy for efficiency.2.Industrial policy in Korea is basically grounded on the policy in Japan. Comparing Korean policy with Japanese one, basic objectives of policy, measures, various institutions are almost the same between two countries. The operational process, however, is quite different. The operational process in Korea is 'the condensed pattern' that all events proceed simultaneously, whereas the process in Japan is 'step by step type'.3.Considering the impact of industrial policy on national economy in the efficiency level, it is judged that industrial policies of both countries produced a positive effect. Appraising the policies in the equity level on the other hand, economic concentration in Korea is a serious problem of national economy.

在这个项目中，我们分别分析了日本和韩国的产业政策：产业政策与宏观经济政策，产业政策的历史与现状，产业政策对农业部门的影响，金融部门在产业政策中的作用，产业调整政策，产业促进政策，反垄断和中小企业政策，环境与产业结构的变化，产业政策与商业，产业政策与国民经济。通过比较研究，我们发现：1.产业政策大致分为效率政策和公平政策两大类。纵观历史上日本和韩国的产业政策，两国政府都强调效率政策。2.韩国的产业政策基本上是以日本的政策为基础的。将韩日两国的政策进行比较，在政策的基本目标、措施、各种制度等方面，两国基本相同。然而，操作流程却截然不同。韩国的操作过程是所有事件同时进行的“浓缩模式”，而日本的操作过程是“渐进式”的。3.从效率层面上看，产业政策对国民经济的影响是积极的，两国的产业政策都产生了积极的影响。另一方面，韩国的经济集中度是一个严重的国民经济问题。
