本研究は、農協の連合会の機能をどのように再編整備していくべきかについて、生協の連合会機能と比較しながら検討することを目的とし、計量分析と聞き取り調査の二つの手法により進められた。計量分析については、農協の各種の経営指標と連合会依存度との間の相関及び回帰分析を行った。データは岩手県農協要覧に記載された単協の個表データである。農協の経営指標には個別の農協の経営格差を反映して大きなばらつきがあり、計測結果は必ずしも良好なものではなかったが、信用事業の連合会依存度が高まると収益性が向上する傾向があることなどが明らかになった。生協についてはデータの制約から今回は計量分析は行えなかった。聞き取り調査は農協、生協の双方で行った。農協系統組織と生協の系統組織との基本的は違いは県連が事業を持つか持たないか、という点である。指導については同様な機能を持っているが、農協はほとんどの事業が県連、全国連を経由する形で行われているのに対し、生協では県連が事業を持つケースは少なく、全国連は事業をもつが、単協は必ずしも全国連に事業を全面的に依存していない。この事から、生協の場合、規模の経済を享受しようとするのならば県連とは異なった組織を形成する必要が生じた。そこで県域を越えた事業連帯が出てきたことが明らかになった。また、農協系統組織の中には青果物の生産の指導と集出荷のみを複数の農協が協同で行うという、「機能合併」の試みを行っているところもある。これは農協が行っている多面的な活動の一部分のみを、既存の県域全体を対象とする連合会を利用するのではなく共通の課題を抱えた農協間で協同する形で解決して行く試みであり、今後の組織再編に示唆をあたえるものである。
