1.第一段階としてまず、近代統計調査における「住宅」の定義をマクロに把握するため、国連、OECD等の国際機関が収集している住宅統計調査における「住宅」の定義を分類、整理し、戦後を中心とする住宅統計調査項目の変遷を概観した。その結果、(1)住宅事情と関わる社会・経済指標と、調査項目や用語の定義に一定の対応関係が見られる、(2)各国の住宅統計は、各時代、地域における住宅政策上の課題を明らかにするという観点から個々に整備されたという側面と、国際比較という観点から整合性が模索され、整備されてきたという両方の側面がある、(3)欧米諸国では、住宅政策の課題が「量」から「質」へと移行する過程で、住宅事情を把握する上で基本概念の一つである「世帯」の定義に重要な変化がみられる、が明らかになった。第二段階では、資料の入手、分析が比較的容易なイギリス、フランス、日本の住宅関連統計調査結果を収集し、対象各国二おける住宅の定義並びに、わが国の「居住水準」に対応する住宅政策論上重要な指標を抽出し、比較、検討した。その結果、(1)英仏とわが国では、「容器」としての住宅の定義に大きな差は見られないが、世帯を家計の単位とするか、居住集団を単位とするかによって、住宅として把握する範囲が異なる、いずれの国も、(2)歴史的にみると、構造等物理的な要件から、実際にどのように使用されているかという居住実態をより重視するようになった、(3)政策目標をして住宅基準を設定しているが、その位置づけやカバーする範囲が国によって異なる、が明らかになった。
