欧米各国で住宅の「質」概念があらためて見直されている背景を関連文献から整理するとともに、英米仏を対象に、住宅統計調査からストックの質指標を、また各種助成制度と結び付く建築基準を分析した。3国では1970年代より住宅の「質」概念が家族形態の変化とこれと連動する住み手の居住ニーズの多様化、また、アフォーダブル住宅の不足、住宅困窮世帯の増大等を背景に見直されてきた。以下、各国別に得られた知見を抜粋する。アメリカ:センサスにおける基本的な「質」指標は、住宅の規模、設備(特に配管設備を重視)で、これに所有形態、持ち家の資産価値、敷地規模が加わる。一方、アメリカ住宅調査(AHS)は「住宅と近隣の質」を設定(1973年)、これを世帯の所得、住宅価額等とクロス(1978年)している。また、1985、1987年に近隣居住環境の質に関する調査項目を大幅に補充するなど、アフォーダビィティーと並び近隣の居住環境を重視しようとする傾向が顕著である。イギリス:1971年センサスから従来の「住宅」にかわって「世帯空間」が基本的な統計単位として登場、1981年センサスでは、実際の住まい方に即した「世帯空間」を、空間の独立性や専用設備の有無等の物理的要件によって規定される「住宅」より重視する方向が示された。ホームレスや失業者の増大を背景に、ホワイエなどあらたな居住形態の導入やこれに対する公的助成など、フローに対する一連の基準の見直しもすすんでいる。フランス:「質」に関する調査項目は経年的に増えており、住環境や職場までの時間距離等を包含する総合的な概念へと発展しつつある。ハビタ88等のキャンペーンを通じて社会住宅に適用される「質」基準が引き上げられてきたが、同時に、保障水準を「居住施設」に切り下げようとする動きも顕著になっており、政策目標としての「質」と施策レベルのそれとの齟齬が大きくなっている。
