平成5年6月現在、東京都特別区内には約23万人の外国人が住んでいる。国籍別では、韓国・朝鮮約8万2千人、中国約7万1千人、アメリカ約1万4千人、フィリピン約1万3千人、イギリス約6千人であった。特に、外国人の多い区としては、新宿区19,291人、豊島区16,251人、足立区15,782人が挙げられた。新宿区、豊島区、足立区の各区役所に外国籍の高齢者について電話調査したところ、新宿区だけは年齢別の外国人の人口統計を出していたが、他の区については全く情報がなかった。また、新宿区、豊島区の外国籍の高齢者への具体的サービスや訪問対象について、各保健所、訪問看護ステーション各3ヶ所に電話での調査では、外国人の高齢者についてはわからないという回答が多く、特に多いと思われる韓国・朝鮮籍の高齢者については、長く住んでいれば日本人と同じで問題はないとのことであった。足立区の2ヶ所の保健所訪問では、外国人の高齢者について知られていない、また保健所は自己申告で動くことが多く把握しにくく、プライバシー保護の問題があるため難しいとのことであった。このように、公的機関からの外国籍の高齢者の把握は非常に困難であり、また重視されていないことがわかった。外国籍の高齢者と直接話す機会を得るには、実際そのコミュニテイの中に入ることが必要となった。最も人口の多い韓国籍の高齢者を知人を通して紹介してもらうことになったが、その調整に3ヶ月以上かかった。現在7組の高齢者夫婦を紹介され、職場や自宅に訪問したり、また自宅に近い喫茶店で会い、1〜3時間の半構成的面接を実施している。面接内容は了解を得て逐語的に記録し、各ケースごとにニューマンの理論を使って分析した。しかし、面接人数が少ないため一般化できない状態であり、できれば目標の50人に達するまで、あと1年以上かけて面接を行っていきたいと考えている。今後、中国籍の高齢者や他の外国籍の高齢者へも面接を実施し比較してみたいと考えている・
