项目摘要

産業化が進行する現代において、労働者福祉施策の重要性は高まる一方、高齢社会を迎え、高齢者の介護問題が深刻化しているが、雇用労働者の老親介護問題についても社会問題化してきている。にもかかわらず、雇用労働者の老親介護の状況とその問題解決に資する調査研究はきわめて少ない。本研究では、高齢化社会先進国の研究成果や行政や企業における試みについて把握するとともに、国内における、介護状況を分析し、介護問題を解決するためのより実効のある労働者福祉施策や、社会支援のあり方を明らかにすることを目的とする。〔結果〕1.国内における企業内福祉制度については、介護休業制度の普及率は、徐々にではあるが普及してきており、従業員500人以上の事業所では51.9%の普及率となっていた。しかしながら、中小企業においての普及は進まず、企業規模による企業間格差は広まってきている。現在、介護休業制度の法制化について労働者、使用者、労組の三者間で協議を行っているが、法制化に非常に積極的である行政が、労使の調整を行い、法案を作成、成立させるところまできている。2.諸外国については、公共部門での高齢者介護が最も発達しているとされるスウェーデンでは「親族等介護有給休暇法」を1989年7月に施行して以来、介護休暇取得を積極的に推進し、社会保険制度の中に介護休暇を導入したため、所得補償つきの60日間の休暇を保障している。アメリカでは「1993年家族および医療休暇法」において高齢者介護についても12週間まで無給の休暇を取得できることになっている。アメリカでは雇用労働者の家族的責任の支援施策が、企業側の反対等の背景から他の先進国に較べ遥かに立ち遅れており、この法律は育児休暇を主として対応したものである。3.その他の企業内福祉制度は、短時間休業制度の導入等があげられるが、これは介護休業制度と同じく休暇制度の導入に属するものであり、その他の制度、サービスの実施は特にみられない。4.ごく一部の企業であるが、介護に関する相談や情報提供の電話サービス会社と契約していた。電話サービスでは、(1)相談、(2)病院の紹介、(3)介護のノウハウ、の順に情報を提供していた。福祉事務所と在宅介護支援センターの機能の持ち合わせ、病院・施設の最新の情報量が多く、簡便で即時性がある点が従来あるサービスと比較して特に優れ、一種のケースマネジメント機能を果たしていた。
