2000年4月に介護保険制度が実施され、2年目を迎えている。サービスの利用は選別主義から普遍主義に変わり、要介護度による給付が行われるようになった。また社会福祉サービス利用の促進等が期待され、家族介護の状況が大きく変化すると思われる。そこで、本研究では介護保険導入が、就労している家族介護者への援助やサービス利用にどのような影響や変化をもたらしたのかを、在宅介護支援センター等を通して調査研究を行い、介護保険制度下の援助方法を探ることにし、事例調査(訪問面接調査)と数量調査(郵送のアンケート調査)を行った。調査の内容は、要介護者の状況、主介護者と副介護者の状況と職業、相談内容、情報提供項目、介護の状況、利用しているサービスと自己負担額、介護者の状況等、である。地域型の在宅介護支援センターにおいて、介護保険実施後の変化について、ケアマネージャーに対して訪問面接調査を行った。要介護者在宅生活をしており、主介護者が就学し、介護保険制度実施別から関わりのあるもの全てを対象としたところ、6ケースが対象となった。なお介護者の就労形態は常勤、非常勤、自営業とした。実施期間は2001年10月である。調査の結果、得られた知見は、(1)ホームヘルプサービスの効果的な活用がみられた、(2)痴呆を有する要介護者の現実の介護必要度と要介護認定とのずれが存在すること、(3)サービス単価の上昇による自己負担額の増加、(4)支給限度額を越えるサーヒス利用、(5)低所得層の経済的負担の増加、(6)利用者本位のサービスの増加、(7)契約書類や手続きの増加、である。次に研究代表者山田祐子が1994年度文部省科学研究費補助金・奨励研究(A)の交付を受けた「老親介護を行う雇用労働者のための社会的支援に関する調査研究」において在宅介護支援センター379か所を対象に行った調査を、介護保険実施前と実施後の比較を行っため、再び2002年にアンケート調査を行った。結果は割愛する。
