19世紀末ドイツにおける、ゲマインデ行財政の性格の変化と税制改革との関わりを社会史的に考察する、という私のここ数年の研究課題のうち、本年度は以下の二点を中心に追究した。第一は、ミクェルの改革(1891-93)以後ドイツ各ラントでなされたゲマインデへの収益税移譲に関して、特に移譲前後のゲマインデの行財政機能の変化を、当時の統計史料を用いつつ分析した。この中で、とりわけ都市部における租税負担者の階層変化が明らかになるとともに、近年当該時期ドイツ都市史研究のなかで注目されるようになった「給付行政Leistungsverwal-tung」の展開過程を実証的に裏付けることができた。また、「給付行政」概念をめぐる最近の研究についても、関連文献を収集し、研究動向を把握した。第二は、ヴァイマル期におけるライヒへの主要財源集中とラントの財政権限の弱体化、ゲマインデの所得税付加税権喪失、という財政関係の変化における、ゲマインデ行財政の変化を捉えることである。これについても上述の「給付行政」範疇の財政支出項目の変化に注目しつつ分析を行い、とりわけ都市部における大戦間期の財政支出の増大と財源保障の欠如、それによる負債・公企業収益への依存状況を明らかにすることができた。なお、これまですすめてきたこれら一連の研究のとりまとめ作業は、ようやく収束にむかい、近日中に出版・博士論文申請に着手する予定である。
