連邦制国家ドイツにおいて国民経済が形成され、成熟していく過程で、ライヒ・ラント・ゲマインデという各レヴェルの政府がそれぞれ国民経済・地域経済とのどのような相互関係において租税を選択したのかを明らかにするという本研究の目的に即して、本年度においては主に以下の2点に関して研究を進めた。1.第二帝政期からヴアイマ-ル期にかけての工業化・都市化に伴う都市ゲマインデの行財政構造の変化を、都市の社会構造や政治制度の変化との関連において考察した。特にこの問題に関しては近年ドイツの行政史・都市史研究のなかで論議を呼んでいるところの「給付行政」Leistungsverwaltungという概念に注目し、これをめぐる論点の整理を行うとともに、この概念を地方財政史研究・租税史研究に導入しうる可能性を探った。その結果、「給付行政」概念が示唆するところの論点-例えば都市インフラ整備に際しての費用負担原則の確立、対人的給付政策に対応する租税負担原則の確立、「給付行政」がヴアイマ-ル期にライヒ・ラントによって制度化されるに伴っての諸変化、など-を援用しつつ、私のこれまでの研究成果をとりまとめていく方向性を掴んだ。2.ミ-ケルの改革以前の各ラントにおけるゲマインデ税制・土地税制史、および土地税制と密接な関係を持つ土地所有制の変化や農村保守層の動向を検討した。これに関してはマイツェンのプロイセン土地所有関係史やドイツ社会政策学会の地方財政調査などを手がかりに研究を進めるとともに、近年増加しているドイツ諸地域における土地所有と利益政治に関する個別的研究の動向も踏まえるよう努めた。この点については、特に1.の研究テーマとの関連で、都市と農村との行財政構造・社会構造の相違がミ-ケルの改革やヴアイマ-ル期の財政改革に見られる画一的制度化・平準化によってどう解消されていったのか、今後なお研究を深めていく必要がある。
