项目摘要

本研究では都市開発プロジェクトによる工場群跡地等の地区空間の再編過程に着目した。都市開発プロジェクトでは、質の高い空間を生成することを目的として、複数の民間地権者と公共主体が協議・交渉を含む特徴的な計画の場を展開させていると考えた。そのような主体間の相互作用を含む社会的な動的過程をシステム論的に把握することを目的として研究を始めた。本年度はとりわけ施設配置計画の調整過程における主体間の協調性を阻害する要因の除去をテーマとして考察を行った。研究の進め方としては、まず聞き込み及び郵便により開発者、行政当局から開発事例の資料を得た。そして主体間の調整過程における諸課題を明らかにするとともに、空間上の主体間の競合、計画決定の時間的順序性等に関して、地区固有の議論に終わらせないためのシステム・モデリングを行った。モデリングにはペトリネット理論を適用した。これにより調整過程における主体間の利害対立の発生要因を合理的に明示させることが可能となった。またペトリネットの解析手法を援用して、複数主体による計画過程の協調化のための手順をプロセスに付与するモデルの再設計を行った。本年度は上記のテーマに絞りこんでモデリング及び分析を行ったが、今後、複数主体による計画のダイナミックなプロセスにおける諸問題を解決するためにペトリネットを用いた本手法の適用を行いたい。またペトリネットモデルの記述・解析の自動化プログラムをさらに発展させたい。
