项目摘要

都市の社会・経済情勢の変動に伴ってしばしば実施される大規模な都市開発事業では、地権者や行政などといった計画主体の間で資金負担、空間利用などを原因として利害対立が生じやすい。本研究では利害対立をその発生の可能性をも含めてコンフリクトと呼ぶこととし、一般にコンフリクトが内在している都市開発の集団的意思決定プロセスに着目して、主体間の意思決定の時間的順序とその適正化のための計画手順及び制度の設計についての考察を行った。そのためにまず全国の開発事例について文献入手、実地調査による資料収集を行い、コンフリクトを構造的特徴にしたがって類型化した。コンフリクトに関する研究は、経済学、社会学、ゲーム理論など多方面で行われているが、一般に「原因、発生、結果」の3段階のプロセスとして捉えられている。本研究では、このような離散的であるコンフリクトの発生過程を、ペトリネット理論を応用したモデルによって表現することを試みた。ペトリネット理論は離散動的システムを表現するのに用いられるが、グラフ構造と各ノードの状態変化の記述によって視覚的に理解しやすいモデリングツールにもなっている。これにより、ペトリネット理論における活性・可達性等の指標を用いて簡便に解析を行うことができ、一種のシステムの安全設計として、プロセス上の障害となるコンフリクトを未然に回避する、あるいは事後に解消するような計画策定プロセス、およびプロセスを進展させるための調整方策をモデルの設計を通じて導出することができた。以上の研究成果により、都市開発の現場において往々にして当事者らによって処理されていた、あるいは処理されないまま事業を停滞に至らしめていた利害対立の問題について、より一般的な調整方式についての理論的知見を見出すことができた。
