项目摘要

本研究では大都市の臨海部、中心部にみられる工場跡地等で行われている大規模な再開発事業に着目し、事業における基盤施設設備、空間基盤整備にかかる用地・費用についての分担比率の決定方法について公平性・公正性の観点から検討を行った。そのために近年発展を遂げつつある協力ゲーム理論を援用し、数理的に合理的な負担比率決定問題の表現形式ならびに解決法の提案を行うことができた。より具体的には2つの流れをもって研究を進めた。一つは現行の制度である土地区画整理事業、等価交換方式、用地買収方式などの事業過程に対して上述のような公平性・公正性をもった主体間の負担資本の分配法をいかに適切に織り込むかについて検討した。もう一点は次の通りである。民間の土地所有には既得権などが主張されたり、また固有の敷地構成条件においては地権者間に相対的な交渉優位性が生じる。これに対して公共事業をより現実的に推進するためにはある種の妥協的な負担資本配分の決定方法が要求される。その際の妥協水準の計測・評価に際して協力ゲーム理論の配分解を用いることを考えた。これには調査によっていくつかの事例についての資料を得、これらの事例に応じた雇い上げによって数値計算にもとづく分析を行い、本方法の有効性を実証した。大規模な都市開発はなかば公共性を有しており、現実性の高い一種の社会基盤整備の方式であると認識する。以上の研究を通じて、今後も新たに展開されるであろう大規模再開発事業に対して、特に費用配分問題といわれる側面に於ける制度の設計についての理論的知見が得られたと考える。
