** The project was transferred to the Foundation for International Science Promotion (ISPF : Kokusai Kagaku Shinko Zaidan) in October 1995, when the head investigator M.Ikegami transferred from Shikoku-gakuin University to the Foundation.Herein, therefore, written below is a tentative report of the project proceeded antil 6 October 1995.The final report of this project together with a list of references is to be issued from the Foundation (ISPF) in March 1996.The purpose of this project is to systematically understand the phenomenon of multinationalization of military R&D which is recently becoming common among advanced industrial countries.Impacts of this phenomenon on security and disarmament is also examined.Although the project itself should take a few years to conclud, a partial result is reported below.Firstly, head investigator M.Ikegami visited Sweden for 50 days (July-September 1995) and collected materials, exchanged information, and had discussions with her collaborators in … More Sweden.Her academic base was at world-famous Stockholm International Peace Research Institute (SIPRI) and Uppsala University, Dept.of Peace & Conflict Research.Thanks to an efficient SIPRI data base which stocks numerous relevant information and data, she collected a lot of useful data on multinational military R&D projects (particularly on Japan-US cooperation such as the FS-X,SDI and TMD,and among European countries).She also discussed an analytical framework for a future comparative study with her collaborators in Sweden.In the end of August, prof.Iwashima visited Stockholm and had a seminar at SIPRI in which he presented plenty of useful inside information on the Japanese Defense Agency (JDA) and its decision-making process.Prof. Iwashima and Ikegami also made interviews with some researchers at the Swedish Defense Research Institute and the National Defense Academy.In the end of September, Dr.B.Hagelin was invited to Tokyo.Ikegami and Hagelin had interviews with some former JDA officials who are now working for the defense industry as technical advisers, the Defense production Committee of Keidanren, CESTEC of the MITI,and a well-known defense expert.As relevant information and data on this issue is not available in the public so much, we gained extremely valuable knowledge and information from the interviews.Also Hagelin and Ikegami found interesting similarities between Japan and Sweden in terms of military R&D,from which we should develop a comparative study of the two countries in the next stage of the project.Dr.Hagelin's short report on the interviews is attached.The final report of the project is to be issued through the ISPF in March 1996.
