1.The quality standards of personal social services for the disabled and elderly people contains such items as (1) value and principle of services, (2) criteria and contents of services, (3) users' rights, (4) standards of service procedure from needs-assessment to care implementation, and (5) standards of management for private service providers, which are found in "Quality Standards for Home Support Services" published by Social Services Inspectorate, Department of Health in U.K..2.The quality standards of services aims to achieve the total care for 24 hours and to support independent living in users' own homes as long as possible.3.Standards of services are classified into (1) structural standards of welfare facilities, social worker's qualifications and so on, (2) manual standards of treatment, (3) procedural standards from access to service informations to service review, and (4) outcome of services.4.Such quality standards of services as above-mentioned should be produced with the new personal care insurance system by Department of Health and Welfare in Japan.

1.残疾人和老年人个人社会服务的质量标准包括：（1）服务的价值和原则;（2）服务的标准和内容;（3）使用者的权利;（4）从需求评估到护理实施的服务程序标准;（5）私营服务提供者的管理标准。其可在英国卫生部社会服务监察局（Social Services Inspectorate）出版的“家庭支持服务质量标准”中找到。2. 3.服务标准分为（1）福利设施的结构标准、社会工作者的资格标准等，（2）治疗的人工标准，（3）从获得服务信息到服务审查的程序标准，（4）服务质量标准，（5）服务质量标准，（6）服务质量标准，（7）服务质量标准，（8）服务质量标准，（9）服务质量标准。（4）服务结果。4.上述服务质量标准应与日本厚生省新的个人护理保险制度一起制定。
