本研究の目的は、社会学の基礎概念であり、かつまた行政施策の重要なキ-概念である「コミュニティ」について、その重層構造という観点から再構成を試みるというものであった。この目的を達成するために、当初の予定通り、文献調査と実態調査の2方向からの考察を行っている。まず文献調査では国内外のコミュニティ間連の論文を広く検討し、そのなかでコミュニティの重層構造の理論を引き出していった。社会学のコミュニティ概念には、コミュニティの包括的・限定的という区別が存在するが、これはコミュニティの重層構造の考え方の元に成り立つものであり、そのなかで重要な区別として、国際コミュニティ、国家コミュニティ、地域コミュニティが広く用いられていることを確認した。この文献調査で明らかとなったことのうち重要なものは、関東・関西の大都市調査でいわれている「コミュニティ」と、地方中小都市や農村・漁村調査で用いられる場合の「コミュニティ」の間にある奇妙なズレである。このズレに着目し、調査研究に臨んだ。調査では、津軽地方のコミュニティ構造をとりあげていくことでその重層的要素を拾い出し、このデータと大都市コミュニティ調査で行われているコミュニティ概念との比較を行った。津軽調査では、まず青森県津軽地域の人口移動構造や機関について調査を行い、数量的分析も行った。しかし、当初の予定に反し、こうした客観的指標以上に、各機関などで行った聞き取り調査の主観的なデータの方がより示唆的であった。この調査では生活レベルからコミュニティ構造を積み上げていくことを試み、その中で集落コミュニティ・旧町村コミュニティ・現市町村コミュニティの重層的段階を引き出していった。これらのデータと、大都市コミュニティとの比較の中から、重要なものとしてあらわれてきたのは、コミュニティの各層間の連続性のパターンの違いというものである。農村におけるコミュニティ構造は、下から順に緊密な形で積み上げられており、集落・旧町村・新市町村へと段階的に連続的な構成をなしている。他方、大都市コミュニティ構造は、旧町村規模のコミュニティがいきなり存在した後、これが無秩序に多方面へとつながっていくネットワーク構造を示している。コミュニティ層間の連続性というキーワードは、こうした地域ごとのコミュニティ構造を考える上で非常に重要な概念となりうるものであるが、このことを示すためには、さらに広く社会心理学的な手法を用いた解析が必要である。加えて、災害時のコミュニティなど、何らかの問題との関連で、こうしたコミュニティ構造の違いがどのように関わっているのかを追求する必要も課題として残された。
