项目摘要

本研究では、近世から近代への社会構造の転換を地方権力機構の形成という問題に焦点をあてて研究を進めた。その際、大庄屋や幕領の総代庄屋、さらには地方を担当する武士が、明治期に入り、区戸長といわれる地方統治の末端を担う官僚的な職掌につく一方で、地域の総代的な役割をもつ、県会議員などの役職にも就任していくという事態の意味を、具体的に明らかにすることにつとめた。埼玉県や政府関係の史料調査により、この時期の地方制度の全体の流れを掴むとともに、種々の史料調査の中で、この課題を分析するにふさわしい文書群として、摂津国八部郡の幕領総代庄屋であり、明治以降、区長・県会議員・郡長などを歴任した武井伊右衛門に関する膨大な地方文書に注目して研究を進めた。とくに彼が残した五〇冊余、二〇万字にのぼる回顧録および日記には、維新前後の彼らの社会的分化的なあり方を提示するものであり、分析の中心に置くとともに、その復刻作業を進めた。その結果、近代日本社会を根底で支えた地域レベルの社会の運営を、官僚統治一般や、それと対抗関係として設定される住民自治一般でとらえることはできないのであり、むしろ当時「政治社会」と呼ばれた、地方統治官僚と地方議員が交代可能である運営形態の問題としてとらえることの重要性が明らかになった。今後、この「政治社会」の特質をさらに考察していくとともに、基礎資料としても武井家文書の復刻・出版を進めたいと考えている。
