本研究は、日本古代における宮都の形成と展開を日本古代国家成立の歩みと関連させながら考察することを目的とした。日本古代における都城制の成立とその発展過程の研究は、宮や京の平面配置の変遷を律令官司機構の成立に対応させ、制度史的に考察しようとする方法があり、我が国都城の源流として藤原京または平城京を出発点とし、中国都城と比較する研究が主流である。しかしながら、我が国の都城は中国からの影響のみにより突如成立したわけではなく、七世紀後半における中国都城制の継受を容易ならしめた、あるいはそれを必要とした日本側の条件として日本固有の宮室の具体相を明らかにすることが不可欠と考える。そこで当研究では、近年における木簡を中心とした出土文字史料や考古学の発掘成果を積極的に取り入れ、現地調査や考古学・文献資料の整理分析を通じ、宮室が果たした歴史的役割を、歴代遷宮・遷都・行幸などをふくめて総合的に考察した。1、藤原京・平城京・紫香楽宮・恭仁京・長岡京・平安京などについて現地調査をおこない、発掘担当者および報告書などから多くの考古学的知見を集成することができた。2、国立歴史民俗博物館所蔵の田中本『令集解』を紙焼きにより入手、律令における殿舎名称を検討した。3、都城制関係資料集成のカードを木簡・『日本書記』・『万葉集』を中心に作成した。これらの作業を総合することにより、天皇権力の絶対化および古代官僚制の成熟において、都城制が大きな役割を果たしたことが確認された。とりわけ天皇権力の強化において宮内殿舎の位置・規模・名称の変化から分析する視角が有効であること、さらに豪族の官僚化において位階秩序による京内への宅地班給と並び、遷部が本貫地から豪族を隔離する政策として機能したことなどが指摘できる。
