项目摘要

本研究が中心的課題として担ったのは、清末四川の地方社会における地方行政補助システムとこれを支えた理念的背景についてであった。四川では明末清初期の動乱による荒廃をうけて17〜18世紀までに大量の移住民が流入するに至る。開発の進展とともに社会は急速に膨張.行政的対応もまた同時に広域化・高密度化を要求された。ここにおいて地方社会では公行政を弥縫していくために地域エリートにより自律的に運営される行政補助機関=「公局」が族生したのである。従来かかる公局は地域エリートによる公権力の浸蝕としてとられられて来たが、一面ではここに内在する「善行」への意図を看過すべきではない。地方志等の言説においては公局の設立・維持は「公善」として記録されている。「公局」は一方では地域を基点として同心円的に善を波及させていく第一歩に他ならなかった。次に検討する必要があったのは「善」という観念自体の構造である。「善」とは「改造」を誓約し、「公」の安寧に努めるとともに、これを以て天を動かし、「劫」=来たるべき破局を回避しうる手段であった。かかる善のあり方を説いた「善書」こそ清末の公局を担った地域エリートの精神的支柱となったのである。
