平成7年度(単年度)研究計画の進行経過(期間:平成7年4月1日-10月6日迄)本欄では、当該プロジェクトの研究代表者池上雅子が、国際科学振興財団へ異動の為に四国学院を退職した平成7年10月6日迄の当該研究の進行状況を報告する。本計画は、この異動に伴って四国学院で一旦廃止手続きを経た上で研究補助金残額を移動し、平成7年度末に国際科学振興財団から池上が研究成果の最終的な報告を行う予定である。本計画は、今日の先進諸国で一般化している軍事技術研究開発の多国籍化を体系的に把握・理解し、それが安全保障や軍縮・軍備管理に如何なる影響をもたらすかを解明しようとするものである。本計画の完了には2-3年間を要するが、今回は研究補助金の助成を受けた平成7年度(単年度)に進行した研究経過を報告する。本年10月6日迄の期間は専ら研究用資料・情報の収集を行った。新聞雑誌記事の検索は、個人のパソコン通信を利用する範囲では限界があった為、専門研究機関での検索サ-ヴィス(有料)を多々活用して多くの資料を得た。その他関連分野の雑誌書籍を多く購入し参考文献として活用した。7月末の1週間、広島で開催されたパグウォッシュ会議に参加し、「通常兵器の生産・移転の監視・管理・削減」のセッションで本研究計画の成果の一部を発表し、幸い好評を博した。この分野の世界的専門家も多く含む同セッションッで数日間にわたり討議を行う中で、情報・意見交換のみならず非常に有益な研究上のアドヴァイスを受け、何人かの専門家とは現在も電子メールを使って交流を続け、将来の研究協力の可能性も協議している。9月末には日本の防衛産業関係者(元防衛庁-自衛隊幹部・技術研究開発本部長-で現在防衛関連企業のアドヴァイザー)・経団連防衛生産委員会・著名な軍事問題評論家・通産省外郭団体関係者などにインタヴューを行った。上記関係者とのインタヴューは、当該問題の日本での関心が低く、また防衛庁など関連省庁が関連資料・情報を殆ど公開していないだけに、関係者の生の声を聞くことができ、非常に有益であった。上記の資料収集・インタヴュー等の調査結果のまとめ・分析及び研究発表論文は平成7年度末に池上が現在所属する国際科学振興財団より改めて報告する予定である。本欄では当該研究代表者池上雅子が四国学院を退職して国際科学振興財団へ異動した平成7年10月7日以降年度末までの研究実績を … More 報告する。本件は、この異動に伴って四国学院で一旦廃止手続きを経た上で国際科学振興財団にて研究補助金残額の再交付を受けたものである。本計画は、今日の先進諸国で一般化している軍事技術研究開発の多国籍化を体系的に把握・理解し、それが安全保障や軍縮・軍備管理に如何なる影響をもたらすかを解明しようとするものであり、研究完了には2-3年間を要するが、今回は研究補助金の助成を受けた平成7年度(単年度)に得られた研究成果を報告する。本計画の主要な資料収集・インタヴューは四国学院在籍中の平成7年10月迄にほぼ完了し、以後年度末までの期間は専ら収集した情報資料の分析とそれに基づく研究成果の取りまとめ(論文執筆、学会報告)を行った。これ迄に明らかになったのは、軍事技術研究開発の多国籍化の進行が予想以上に進んでおり、またこの傾向は今後一層強まりこそすれ弱まることはないことである。日米間では近年のFS-X共同開発が政治的紛糾を伴った為今後の共同研究開発へのマイナス効果が予想されたが、実際には要素技術の基礎的な研究開発レベルでの多国間協力のニーズが、防衛産業界でも一層高まっている。その要因としては、高度技術の開発コストの暴騰、冷戦後の防衛支出の圧縮傾向、防衛産業の合理化・リストラ、更に安全保障協力体制の強化といった諸要因が考えられる。但し戦闘機のような大型装備の共同開発に関しては、他国への技術流出を警戒する米国が消極的になる可能性が高い。従って現在日米間で協議が進んでいるミサイル防衛システム(TMD)の場合、仮に日本側が導入・開発参加を決定しても実質が日本側から幾つかの要素技術を米国に提供し高価なシステムを米国から購入する可能性もある。欧州に於いても各国は冷戦後の防衛体制のリストラに並行して軍事研究開発の多国籍化を進める傾向が顕著である。しかしこの傾向には質的な軍備増強競争という側面もあり、今後の地域安全保障にマイナスの影響を与える可能性もある。現に中国ではTMD開発計画への警戒を強め自国の核軍事力の増強を一層推進している。本年度の研究では軍事研究開発多国籍化の実態がかなり詳細に判明したが、こうした傾向が地域的国際的安全保障の動向にいかなる影響を及ぼすかの究明は今後に残された課題である。本研究の成果は、平成7年7月広島開催のパグウォッシュ会議、12月ストックホルムで開催されたワークショップで発表した他、東京大学社会学博士論文(本年3月学位取得)、SIPRIから1996年中に出版予定の『防衛装備調達決定過程の比較研究』所収の論文などの中で極めて有用に生かすことができた。 Less

This project aims to clarify the impact of multi-nationality military technology research and development systems on security and arms management in today's advanced countries, and to report on the results of research in the next seven years. The main data collection of this project was conducted from October 2007 to the end of the year, and the analysis of the collected information data was conducted from the end of the year to the end of the year.
