项目摘要

3年間にわたった本研究課題の最終年度に当たる平成11年度は、これまでに行った資料収集、インタビュー調査などの調査結果をまとめ、理論的考察をしながら論文執筆・完成することを主眼とした。研究代表者池上はウプサラ大学平和紛争研究所・ストックホルム国際平和研究所(SIPRI)およびストックホルム大学を研究拠点に、研究協力者Dr.HAGELINと協議しながら、理論的考察を加えて論文作成を行った。論文の主な内容は、(1)日本・スウェーデン両国の軍備・安全保障政策と、その政治・社会・経済的背景、歴史的・地政学的条件、(2)両国で進行する軍備(軍事研究開発・生産)の多国籍化の実態分析:日米軍事研究開発共同化(池上担当)、スウェーデンと米国・欧州諸国との軍事研究開発協力の実態(HAGELIN担当)、(3)欧州とアジア太平洋地域の地域安全保障関係の概要、(4)日本・スウェーデン各々の地域安全保障にたいする対応、政策の比較、(5)日本・スウェーデン両国が軍備・軍事研究開発協力を行っている米国との協力関係の比較、等である。論文作成の傍ら、池上は平成11年11月のスウェーデン、ルンド大学開催の「アジア危機分析」学会、および12月マレーシア、ペナンで開催された「変容する東南アジア安全保障の動態」ワークショップにて日米軍事研究開発協力とその地域安全保障に対する影響に関して発表を行った。また、研究協力者のDr.HAGELINは6-7月にロンドン、コペンハーゲンで欧州の防衛産業多国籍化に関するインタビュー、およびスウェーデンの地域安全保障政策に関するインタビューと調査を行った。本研究成果の論文は、スウェーデンの研究機関よりワーキング・ペーパーとして印刷・出版を目指している。

The final year of this research project in the past three years is the year of 11. The data collection, investigation results and theoretical investigation are the main focus of this research project. Research Representative Ikegami University Peace and Conflict Research Institute (SIPRI) Research Center, Research Coordinator Dr. HAGELIN Protocol, Theoretical Investigation, and Paper Preparation The main contents of the thesis are: (1) Japan's armament, security policy, political, social and economic background, historical and geographical conditions,(2) Japan's armament development Analysis of the Status of Multinationalization (Military Research Development and Production): Joint development of military research in Japan and the United States (Ikegami),(HAGELIN),(3) Summary of Regional Security Relations between Europe and the Pacific,(4) Regional Security Relations between Japan and the United States, Policy Comparison,(5) Comparison and comparison of cooperation between Japan and the United States in armament and military research and development. The paper was prepared in November 2001, Ikegami University launched the "Failure Crisis Analysis" Society, and in December 2001, it was launched to promote the development of the "Dynamic of Southeast Failure Security" and the impact of Japanese military research development and regional security cooperation. Dr. HAGELIN, a research collaborator, conducted a survey on regional security policies related to the multi-nationality of the European defense industry in June and July. The results of this research are published in the research institute, printing and publishing.
