中央政府から地方政府への資金移転により生じる地域間配分の実態を解明し,地域経済の貯蓄・投資バランスへの影響を検討した。まず,「県民経済計算」の概念に合致した地方政府と民間部門の貯蓄・投資バランスに関連する都道府県データを作成した。これらの変数は,「県民経済計算」に公表されていないので,「地方財政統計年報」,「国税庁統計年報」等に基づいて推計した。これにより,地方政府と中央政府を分離できなかった「県民経済計算」の問題を改良した独自のデータを構築できた。つぎに、中央政府から地方政府への資金移転の経済的影響を分析するために,民間部門と一般・地方政府の貯蓄・投資の相関を見ることによって,地域経済データを使ったFeldstein-Horiokaパズルの検証をおこなった。一般政府と民間部門を統合した地域経済の貯蓄と投資は負の相関があった。これに対して,地方政府と民間部門を統合した地域経済の貯蓄と投資は正の相関があった。この違いは,中央政府の貯蓄と投資が負の相関をもっており,税収の不足する地域での公共投資が大きく,中央政府から地方政府への資金移転がおこなわれていることによって生じている。この資金移転が,資本市場が地域間で統合されているかどうかの実証的検証に大きな攪乱要因となることがわかり,その要因を除去すると,国際間に比較して地域間の貯蓄と投資の相関が小さいことがわかった。このことから,国際間の資本市場の統合の度合が不完全であることが示唆された。
