1 2001年4月より実施される財政投融資改革に向けて,現状での財投の存在意義を理論的に整理した。現状の財投の骨格は民間金融システムが未発達な状態に適合するように形成されてきた。金融自由化の進展によって,金融活動において政府の果たすべき役割が変質・縮小してきたなかで,財投が政策目的として正当化できる理由を検討し,(1)民間では不可能なリスク負担,(2)貸出市場での情報格差への対処,の2つにしぼられてきたことを明らかにしてきた。情報格差への対処法は,市場の状況により望ましい状況が異なることが理論的研究で示されており,現実で何が問題となっているのかを,より正確に把握する必要があることが示された。2 企業統治理論を応用することにより,政府の内部組織の設計を論じる理論的枠組みを構築する研究をおこない,政府の規律づけの諸手段(情報の非対称性を減少させる,監視者を置く,インセンティブを与える,活動を制約する)の効果を検討した。具体的な行政改革の問題への応用として,公共事業への補助金がもたらす非効率性の問題を考察した。地方分権推進委員会の報告で,補助事業では個別補助金を限定して,適切な目的を付した統合的補助金を交付し,いわゆる個所付けを国がおこなわないことを基本とすることが提言された。この形態では,事業計画に同意する時点,配分枠を決定する時点と申請を受けて補助金を交付する時点の3時点で,国が干渉する余地が生じており,運用次第では,現状と同じほど国の関与が強くなるおそれがある。補助事業を,事業の実施を外部委託するという観点から見ると,なぜ個所付けの意思決定だけを委譲できるのかが明確ではない。地方でおこなう事業である以上,地方の財源によることが通常の形態であり,補助金をなくし,補助事業を直轄事業か地方単独事業に分類し直すことを必要であると結論づけられる。
