本年度行った研究項目は以下の4点.これらは研究計画にほぼ沿ったものである.なお,阪神淡路大震災の発生をうけ,(1)を緊急的に追加した.(1)阪神淡路大震災の都市大火被災地の調査,分析(2)「伝播現象(都市大火)」のモデル化およびその妥当性の評価(3)「伝播現象(都市大火)」を局地的に留まらせるための条件の導出(4)ケーススタディおよび都市計画技術の中での位置付け研究成果として,以下のものが得られた.(2)浸透理論,積分幾何学等の応用数学の分野の知識を習得し,これらに基づいたモデル化を検討した.その結果,浸透理論に基づくモデルが有効であると判断し,いくつかの理論モデルを提案した.上記のモデル化の妥当性は,(1)で得られた調査結果を含む災害事例,および都市大火に関する既存モデルとのつきあわせによって評価した.このモデル化は建物配置に制約があるため,災害事例を再現することは困難だった.しかし,都市計画的な本質部分,即ち,市街地条件と焼失率との関係については,概ね妥当な結果を得た.(3)出火から都市大火に至らしめないための市街地条件をモデル別に具体的に導出し,それらはいずれも臨界的であることを証明した.(4)以上から得られた知見は以下の通り.都市大火を防ぐためには,市街地条件のコントロールが有効である.特に,市街地条件が必要とされる水準の近傍である場合には,市街地条件の変化に焼失する危険が急速に反応するので,市街地条件の改善が有効な施策となる.ここでいう市街地条件は,いずれのモデルについても隣棟間隔あるいは棟数密度,および建物の防火性能といった実際の都市計画的な施策に反映するものである.したがって,都市計画的に意味のある成果が得られたといえる.ただし,モデルの現実味について以下のような課題を抱えている.建物配置の多様化,気象条件の加味することが必要である.来年度以降,更に本研究を発展させる予定である.
