農作業受委託の進展について、関係機関の聞き取り調査及びアンケート調査の結果から、北海道(十勝)においてはまだ萌芽的状態であり、農業者は関心を示しているものの、受委託利用については抵抗感をもっていることが明らかとなった。経営形態別に作業受委託の浸透度合をみると、酪農の飼料作部門が最も進んでおり、畑作に関しては作業受委託化の困難性が高いことが確認された。受委託の展開プロセスを先行事例から考察すると、農協あるいは自治体が中核となって事業体をつくる機械銀行方式が、我国の実態に馴染むといえた。そして、初期の段階から民間のコントラクターをそこに組み込んで地域の受委託システムを構築して行くことが、民活によるコスト意識の高揚、取引費用の軽減といった観点からも望ましいといえた。段階的に受委託の目的をみると、(1)過剰投資の解消、(2)高能率の機械利用による余剰労働力の形成、(3)農業生産以外の領域への機械・労働力利用、(4)労働力の高度利用および余暇形成、といった序列となった。また、受委託を効率的に進めるために土地利用調製や栽培方法の統一化を図ることが求められ、そのためには情報を集中管理する体制が必要となることが指摘された。農作業受委託の進展と法制度条件に関しては、受委託の先進国ドイツと比較して、次の点が指摘できた。(1)土建業会社などが農作業請負をするケースが増えてきており、民間企業が行う作業請負に対する補助事業を検討する必要があること、(2)公共緑地整備など農業生産以外に受委託の領域が拡大してきているため、補助金受給によって導入された機械施設の利用の弾力化が求められること、(3)受委託仲介による労働力派遣と職安法との関係を整理する必要があること、(4)受委託の進展に対応して車両・傷害保険制度を見直す必要があること、(5)地域保全に関する事業の農家請負を可能にする指名入札あるいは委託制度の開発が求められること、が指摘できた。
