项目摘要

農業機械レンタル会社のヒアリングを踏まえて、レンタルの経済性を、購入した場合のコストと比較分析した。その結果、ビ-トでは5.5ha、馬鈴薯8ha、豆類は5haが分岐点になり、それ以上の作業面積であれば購入の方が経済的であることが明らかとなった。十勝の1町村の作付データから、作物別の規模階層分布を分析したところ、ビ-ト、豆類については平均規模が上記の分岐点にほぼ一致し、馬鈴薯については平均作付面積の方が分岐点より1ha程小さくなっており、半分以上の農家でレンタルの方が有利という結果が得られた。しかし、実際にレンタルを利用している農家は、多くはない。レンタルを利用するケースは、以下のように分類された。それらは、1)所有していない収穫機械等を借りる、2)リバーシブルブラウに典型的にみられるように作業能率を上げるために自己所有以上の高能率機械を借りる、3)糞尿、堆肥に関わる作業等、機械を痛めやすい作業において自己所有機械の保護のために借りる、である。適期処理が肝心となる作業の機械については、自己所有する意識が強いため、上記のようにレンタルはまだ少なく、2)及び3)のレンタルが多いのが現状であった。機械の貸し手としては、修理費用、メインテナンス費用がかなりかかるというデメリットがあるが、レンタルは機械のデモンストレーションの役割を果たすため、機械の購入価格を低くできるメリットがある。契約については、借り手は運送費用、移動時間節約のため、又貸し、共同借用を望んでいるが、責任所在の明確化のため貸し手はそれを望まず、現状ではヤミで行われている。そのため農協等第3者機関の仲介が望まれる。集団的なレンタルにより、稼働効果が上がり、コストも低減し、レンタルがさらに普及する可能性が示唆された。
