一般的に言って、旧社会主義国における市場経済導入のプロセスでは、その移行過程がソフトランディングするためにはマクロレベルでの政労使の三者協議システムと企業レベルでの労使関係の成立が求められることになる。経済における国営企業や公有セクターの比重が大きかったり、市場経済への過渡期においては、政労使の協議と合意は不可欠であり、企業レベルでは経営者が自らの責任において独自の労使関係を形成していかねばならない。ポーランド経済は、1992年以降、急速に回復してきたが、このプロセスで、経営権(Management・right)はどのようにして確立されてきたのであろうか。また、経済、社会の移行期において労使関係を含め企業や産業レベルでどのような利害調整システムを機能させてきたのであろうか。というのは、ポーランド経済の発展とその安定のかなりの部分が、国営企業の民営化とそこにおける安定的な労使関係に依存していることはいうまでもない。その上、ポーランドでは、民主化闘争の歴史的経緯から、労組連帯による企業支配といった負の遺産からの離脱をも求められていた。当報告は、連帯運動の負の遺産を検討し、民主化以降の労使関係と政労使の三者協議会の推移に焦点をあてることによって、ポーランドにおける経営権の確立と経営管理をめぐる状況について明らかにすることである。
