平成9年度は、平成8年度に引き続き、生涯学習関連の事業領域において、事業の企画立案から実施に至る一連の過程で、地方行政が地方公社が民間の事業にどのように関わっているのかを自治体の実態調査を通じて分析し、生涯学習推進のシステム関連事業についての行政の関与形態と責任範囲の理論的枠組みを提示することを目的とした。そのために、都道府県内(教委-首長部局)、都道府県-市町村の機構的機能分担・連携に加え、公と民間の機能分担・連携に着目し、公行政がどこまでの範囲をどのように関わっているかを実態調査を通して明らかにした。具体的には、地方自治体・公社・民間事業の3者関係が比較的明確に見て取れる都市を調査対象とし、以下の項目について研究調査を遂行した。1 実態調査のための資料収集と地方自治体の訪問調査の実施(1)岩手県教育委員会を訪問し、行政セクター、民間公益セクター、民間営利セクターの関係構造について情報交換を行い、同県の生涯学習センター、地方事務所に生涯学習ボランティア・センター、(財)スポーツ振興事業団、(財)スポーツ振興事業団、(財)文化振興事業団などの施設の生涯学習事業の展開と実態について訪問調査を行った。(2)青森県県民カレッジ、総合社会教育センター、(財)スポーツ振興事業団などの生涯学習施設の事業展開について実態調査を行った。(3)関東地区の栃木県の(財)生涯学習振興財団、(財)総合文化センター、総合教育センター、県民カレッジ及び茨城県の水戸、鹿行、県西、県南の四つ生涯学習センター、(財)教育財団、県民大学などの生涯学習施設の事業展開について訪問調査を行った。(4)そのほかに、水沢市、ひたちなか市、大泉市、前沢市、鹿沼市などの市町村との意見交換を行い、生涯学習事業を遂行しようとしている自治体では行政と民間の事業連携・協力において何か難しい課題を抱えているかどうかについて聞き取り調査を行った。2 学会発表実態調査の中間報告として、「生涯学習推進体制における行政の責任と住民意向の反映-地方公共団体の実態調査を通じて-」という題目で平成9年11月15、16日に東北大学教育学部で開催された日本教育制度学会において共同研究発表を行った。3 報告書の作成:平成8年度、9年度の調査研究成果は、報告書の形で公開する。
