In this study, the investigator collected K.Tanaka papers of education, T.Tsujita papers, J.Tanaka papers, the minutes of Japanese Educational Reform Committee, etc., and so believes the historical inquiry of Fundamental Education Law would take a new step forward. It became clear that we need to attach importance to be two remarkable persons, in addition to Kotaro Tanaka, Minister of Education, in drafting process of Fundamental Education Law.The first is Shigeru Nannbara, Vicechairman of JERC,whose thoughts have been similar to opinions of Educaion Division staffs, CI&E.The second is Jiro Tanaka, Acting Secretary of Investigation Room, Ministry of Education, who playd an important part, byond the present popular discussions, in drafting education law.And hereafter, we must give attention to the birth of enacting policy of Fundamental Education Law in tension of critical discussions for Article 24 of Draft of New Constitution in the 90th Imperial Diet.In the Report of this scientific research results, moreover, a list of unknowen J.Tanaka papers of education is published.

在本研究中，研究者收集了K.Tanaka的教育学论文、t.t ujita的论文、J.Tanaka的论文以及日本教育改革委员会的会议记录等资料，认为《基础教育法》的历史探究将会迈出新的一步。在《基本教育法》的起草过程中，除了文部大臣田中耕太郎之外，我们还需要重视两位杰出的人物。第一个是JERC副主席Shigeru Nannbara，他的想法与CI&E教育部门员工的观点相似。第二位是文部省调查室代理秘书田中二郎，他在制定教育法的过程中，除了目前的热烈讨论之外，还发挥了重要作用。因此，在对第90届国会新宪法草案第24条的批判讨论中，必须关注基础教育法制定政策的诞生。此外，在这份科研成果报告中，还公布了田中俊一份不为人知的教育论文清单。
