これまでのいじめ研究は、たとえば「いじめっ子」の特性といったように、個人的レベルに集中していた。いまのいじめ行為が「集団いじめ」である現実を考えると、集団レベルでのいじめ問題研究が必要であると考えられる。今回は、こうした問題意識に基づいて、主としてアンケート調査の結果から、子どもたちのいじめ行為を総合的に分析した。アンケート調査は、子ども用調査として小・中・高校生をすべて対象にした。また、教師用調査として、小・中学校教師を対象とした。また、アンケート調査と並行して、子どもたちのクラス内の人間関係を把握するために、シソオメトリーによる調査も実施した。これに加えて、小・中学校教師を対象にして、インタビュー調査も行なった。こうした調査研究から得られたいくつかの結論は、以下のようなものであった。いじめが問題にされ、学校現場ではそれなりの取り組みがされているにもかかわらず、小・中・高校生ともいじめ行為はかなり生じている。その特徴は、多くが「集団いじめ」であるうえ、長期におよんでいるものが少なくない。したがって、手口が以前にもまして陰湿、過激であることがうかがえる。また、そのいじめの多くはクラス内で発生しており、しかもいじめ行為が生じている場合は教室に集中している。このことから考えると、いじめには学級集団の在り方、とくに教師の学級経営の在り方と密接に関係していることが明らかでる。たとえば、班競争をさせたり、班を単位にして処罰を加えている(連帯責任)クラスほど、特定の子どもをほかの子どもたちが排除したり、いじめるといったことがよく生じている。これ以外にも、教師の無意識的な言動がいじめ行為を誘発していることもある。事実、教師の言動がいじめに関係があると感じている教師は全体の4割をはるかにこえている。
