1.研究目的…現地調査を中心とした平成8年度の研究成果を踏まえて、平成9年度は、公的相談機関、生活支援関係団体における外国籍児童・生徒の適応障害の相談受付状況、相談支援の実態をはじめ、関連専門機関との連携の実態などを把握し、異文化、異言語を背景とするわが国における当該児童・生徒の社会適応に関わる相談・支援のあり方について検討することを目的とする。2.研究経過…来住外国人人口が相対的に多い都道府県内の家庭児童相談室、国際交流協会関係団体および教育委員会を主な対象として、外国籍児童・生徒の家庭、学校等における適応障害に関する相談の受付状況、適応障害の実態、相談・支援活動に際しての関係相談・治療・行政等機関との連携の実態、今後の課題などに関する質問紙調査(郵送法)を実施した。外国籍児童・生徒が呈する適応障害の全体像や調査対象機関・団体による相談・支援等対応の実態について十分に把握できなかった点もあるが、これまで関係文献・資料のなかで事例的に紹介されていた外国籍児童・生徒の適応障害の実態、関係機関・団体における対応の実態等について、部分的ながら把握できた。また、小・中学校外の相談機関、生活支援団体関係者からみた今後の外国籍児童・生徒の適応障害に対する相談・支援のあり方や課題に関する意見、提言等を通して、今後の当該児童・生徒の社会適応に関わる相談・支援システムの基本的あり方を検討するための知見が得られた。
