最初に,公共財でありながら排除可能であることが概念的にどう説明できるか,検討を行った。つまり,「排他的公共財」という,一見矛盾した,しかし現実的な性質はどのように理論的に正当化できるか,基本理念として確立する必要があるからである。その結果,公共財を公的資産として,また,従来公共財の本体と考えられてきた公共財サ-ヴィスを,公的資産の利用によって生み出される私的財サ-ヴィスとして,それぞれ分離して理解するという,まったく新たな公共財概念に到達した。第二段階として,以上の概念に基づく経済モデルを構築した。上述の概念は,資産としての公共財を私的に利用可能な生産関数f(・,x)(xは公共資産の規模を表すパラメータ)として表すことに集約される。各消費者はこの生産関数を同時に非排除的に利用することができる。そして,各消費者の選好に応じて,私的財(もしくは余暇時間)lを投入し,結果としてえられるサ-ヴィスf(l,x)を私的財として消費する。他方で,各消費者の費用負担の大きさもlの値に依存するものとして考えることが自然である。研究の第三段階では,第二段階で構築した新しいモデルについて,その厚生経済学的考察を,必要に応じてシミュレーション分析を行いながら,実施した。その結果,(1)従来の効率的配分についての条件の拡張,(2)効率的配分とlに依存する費用負担率との関係,(3)fの利用に関する非排除性に基づく公平性の性格などを明らかにすることができた。とくに,(1)(2)は従来の理論を完全に包括しながら,それらをより一般化する結果となった。全般的には,初期の予想以上の成果が得られたと考えている。以上の成果は現在論文としてまとめており,近々公表予定である。また、モデルの性格から,本研究は従来の公共財理論全般の再構築につながる可能性が高く,さらに研究を深めたいと思う。
