本研究では、中山間地域農業の地域性をふまえての第三セクターを軸とした水田農業再編方式を検討しえた。中山間地域農業の実態調査では、島しょ部を含め東北、北陸、中国、九州沖縄まで多様な地域実態を分析しえた。第三セクターによる水田農業や地域資源管理の担い手再編方式には、「インキュベート型」と「担い手恒久的代替型」の2タイプがあることを分析し、その意義と限界を比較考量し、前者のプライオリティを論理的に解明した。またインキュベートで創出する私的担い手経営のモデル分析として、中国や北陸山間部の稲作大規模経営の実態分析を行い、その意義と限界を整理した。その後、インキュベートで創出すべきは、たんなる散在的な私的担い手にとどまらず、地域農業・資源管理のコアとなるべき経営であることを提起した。これを論証するために既存の担い手である集落営農の意義とその限界を中国地域を対象に再検討した。また新食糧法がどのような中山間地域農業へインパクト(困難さの加速)を与えるかについても分析を行った。こうした研究成果の一部は、『農村計画学会誌』Vol.15,No4(1997年)、農林漁業金融公庫『公庫月報』(1996年12月号)、『農業と経済-臨時増刊号・歩みだした新農業基本法への道-』(1997年2月)に掲載し、さらに1997年4月2日に東北大学において開催される日本農業経済学会学術研究大会シンポジウム講演において公表される。
