青島または日中関係の文献・資料のサーベイにより,青島の長期的な経済発展(1897年から1945年まで)の構造を明らかにすることができた。当初の予想に反し,ドイツ占領下の産業発展があまり進んでいなかったうえ,貿易面においてもドイツの対外貿易割合が1910年から急激に下降していた。これは1905年頃から激化する日本との競争という外的要因と,そうした動勢にあってもドイツの海軍指導者たちが青島港の国際的な発展を希望するため国家干渉主義的な態度を受け入れることがなかったという内的要因によると思われる。対中国政策を行う日本の政治機関間における指導競争が青島経済発展に果たした役割については以下の通りである。1914年からの3年間は日本軍隊が青島の租借地を植民地として扱っていたためかあまり進歩が見られなかった。だがより自由市場的な発展を目指した日本の外務省が影響を強める時期から本格的産業発展が行われるようになった。この発展は第一次大戦による国内経済発展で高利益を得た会社らが中国での投資を決定したことで加速された。纏めていうと,ドイツと日本の占領政策とその目標の大きな差違,そして20年代の国際的政治関係下における二つの国の対中国政策の非干渉的な態度を明らかにすることができた。20年代の日独関係の中点には中国のマーケットを睨んだ経済的競争があったが,30年代に入ると再び政治的影響を色濃くする競争的関係に入り,対立的趨勢をより鮮明にしていったのである。
