本研究は、国土の自然を地域計画・国土計画の観点から如何に考えていけばよいかを検討したものである。その結果、以下のことが明らかになった。1) 自然環境は人間の生存基盤と捉えられ、自然環境の保全も、従来の「貴重な自然の保護」から、より総合的な「生物多様性の保護」へと移ってきているが、中山間地域はわが国でも最も生物多様性に富んでおり、自然環境保全の観点から重要な地域として改めて見直さねばならないこと。2) 一方、中山間地域は、過疎化が進み、地域の活力が乏しくなってきており、国土の均衡ある発展の観点、国土保全の観点から問題になってきているので、その解決も同時に達成しなければならないこと。3) つまり、「豊かな自然の存在」や「自然の保全」が地域の経済活性化に繋がる方策を検討する必要があること。4) そのためには、地域の生物多様性を、従来のように自然科学的にだけ捉えて評価するのは不十分であり、景観資源、観光資源、レクリエーション資源としても捉えねばならないこと。5) 現地調査の結果、人工林であっても景観的によい林もあれば、天然林であっても景観的に良くない森林があるなど、植生自然度区分や植物群落区分などの自然科学的評価と、景観の良好性やレクリエーション適合性とは直接繋がらないこと。6) 従って、地域計画・国土計画の観点からすると、地域の自然の把握は自然科学的な区分と評価だけでは役に立たず、居住者・来訪者の実感に繋がる景観の観点からの区分が不可欠であること。

This study focuses on how to examine the natural and geographical planning of the country.
