共同研究は、今回が初めての本格的な日本政治学会と韓国の政治学会との共同研究である点を鑑み、もっともその必要が認識されている分野を検討する作業から始めた。公共政策の諸分野について、日本側と韓国側それぞれにおいて、共同研究のパイロット研究を行い、日本、韓国両国で1度づつ予備検討研究会を催し、多くの非メンバーからも意見を聴取した。具体的には日本政治学会の国際交流分科会(1998年10月)および国際学術研究による斉州島会議(同、8月)。ここで決定された政策分野に関して、両国から1名づつが担当して、実際の比較分析を実証的に行った。そこでの成果の一部は『レヴァイアサン』の特集や『選挙』などで発表された。今回の共同研究は、このメンバーが核になりつつ、それぞれが他の共同研究を巻き込みつつ、より大きな比較研究の渦を形成することも念頭に置いている。1) 公共政策の諸分野について、日本側と韓国側それぞれにおいて、共同研究のパイロット研究を行った。1-1) 日韓両国の資料収集調査1-2) 日韓両国研究に関する諸外国の研究サーベイその分野としては、A外交政策、B防衛・危機管理政策、C社会福祉・労働政策、D中央・地方関係、地方自治体政策、E環境・地球環境政策、F科学技術政策、G援助・ODA政策。2) 以上の結果をふまえ、日本、韓国両国で1度づつ以上拡大予備検討研究会を開催した。日本政治学会の国際交流分科会を利用した。3) 予備的検討に関する綿密な作業会議を開催した(日韓1度づつ、それぞれ上記拡大会議に先立って開催)。4) アメリカ政治学会での日韓研究の現状について調査した。

The Japanese Political Science Association and the Korean Political Science Association jointly conducted research on the issue of the division of knowledge.
