A Study on the Decrease in the Number of Migratory Laborers and Various Changes in the Socioeconomic Conditions : a Case of Akita Prefecture

In the 1990's, the decrease in the number of migratory laborers become remarkable in Akita Prefecture, that was one of the most eminent prefecture which had a large number of migratory laborers in Japan after the war. So, we have done some case studies and research materials collection in the inside and outside of the prefecture, to investigate the actual conditions and various factors of the decrease. In this process, we have paid attention to the present conditions and changes of the hiring requirements of migratory labor as well.The following two main knowledge was acquired by this research. As for the above-mentioned decrease, first, it is summed up the following three trends.(1) the aging of the leading generation of migratory laborers(2) the change of agriculture as their family business(3) the trend in the construction industry as main hired industry for migratory laborersIn other words, these trends are collective characteristics of the people who has been retiring from their work for last several years. And, This means the end of the life style based on the combination of agriculture and migratory labor which appeared in the advanced economic growth term. Secondly, in the latter half of 1990's, construction industries is regulating the number of laborer because of the influence of the depression and so on. Of that, in the construction company adopting the usual way of laborer's hire, there are cases that migratory laborer's aging is one of the obstructive factor of their hire. This shows that the hiring requirements for migratory laborers are prescribed in a certain meaning by socoeconomic conditions of their hometown side.What kind of influence did a change in the character and the function of migratory labor bring to the community? I want to make sure of it more.
