NPO act, legislative and administrative process and legal competence of local government This report reserched the legisrative process of NPO act. In general, projects of law are prepared by goverment officers, But, in this process, citizens activities was the origine of the legislation by House members.In divers activities (ex, traffic security, aged man's protction, prevention of desasters), NPO's role and its comparaison with administrative agencies are researched,The neccesity of reduction of taxes for NPO shall be investigated after these examinations.By the grand change of decentaralisation policy, power and domaine are elarged for local government, Also participations of NPOs in local administrative process are examinates,

非营利组织行为、立法与行政程序与地方政府法律权限本报告研究了非营利组织行为的立法程序。一般来说，法律项目是由政府官员准备的，但在这个过程中，公民活动是众议院议员立法的起源。在交通安全、老年人保护、灾害预防等多种活动中，对非营利组织的作用及其与行政机关的比较进行了研究，并对非营利组织减税的必要性进行了研究。通过对地方分权政策的重大变革，扩大了地方政府的权力和领域，并考察了非营利组织在地方行政过程中的参与情况。
