项目摘要

本年度においては、標記のテーマに関し、有機系廃棄物のリサイクルシステムを事例にして、健全性評価の構造と手順を明確に定義するとともに、道央地域の廃棄物処理広域化ブロックに適用した。文献調査により、いままでのリサイクルシステムの評価構造を整理するとともにシステムの目標として「健全性」が重要であることを提案し、その具体化のための指標構造を検討した。廃棄物工学、畜産学、土木工学、システム工学の分野等において開発されたシステム診断指標、リスク指標を参照しつつ、有機系廃棄物のリサイクルシステムの健全性を網羅的に表現する指標を整理した。リサイクルにおいて支配的な(優先的に考慮すべき)個別指標と総合指標に分類し、総合指標としては、評点法にもとづく多属性効用に基づく指標の開発事例等を整理した。ついで、提案した評価構造の確認のために専門家を対象としたデルファイアンケートを行い、得られた結果を階層分析法によって、健全性評価を実施する手順をまとめた。最後に、健全性手法を道央地域で発生する有機性廃棄物に適用し、健全性の観点から見たシステム代替案について検討した結果、対象地域全域で発生する有機系廃棄物を集中的にリサイクルするシステムが健全性の観点からはより望ましいことがわかった。
