本年度の研究では、計画時よりも作業課題を限定し、(1)明治後期から昭和初期にかけての警察における犯罪捜査・風俗統制に関する諸資料を収集・整理するとともに、(2)これらの資料から再構成できるかぎりの範囲において、当時の警察の活動を記述・分析した。明治末に、警察は犯罪捜査のありかたを一新した。そのおもな方途は、法医学・理化学鑑識などの導入による捜査の科学化、幹部教育の徹底・教科書の発刊などによる捜査技術の体系化、調査要員としていた掏摸・博徒らとの訣別による組織の近代化といった点に集約できる。このような理念が示す方向性は大正期から昭和戦前期までに全国の警察で実現していき、社会統制を支える力となった。医学や化学のみならず、法律学や心理学などの学術も、警察のあり方に大いに影響をあたえた。また他方、警察の近代化は、大衆文化のなかの探偵ブームとも緊密な関連をもった。それは、警察の捜査技術が小説や映画に反映するといった流れにとどまらない。むしろ、大衆が抱く猟奇的趣味や、市民生活を守るための知恵が、警察のもつノウハウを洗練させていった側面に注意が向けられるべきである。以上のような歴史的経緯について研究の成果をまとめ、別記のとおり単著『探偵の社会史1 尾行者たちの街角』(世織書房)を上梓した。
