1.本研究は、農山村の伝統的な豊かなストックとしての環境の崩壊について、本来持っていた農業・農村の環境保全システムの再構築を行い、豊かな田園居住環境の持続的な環境保全型農村集落のための土地利用計画を含めた、新しい維持・管理システムの構築について明らかにすることを目的とする計画研究である。2.2年目の今年度は,1年目で得られた屋敷+農地+山林のユニットの変遷過程の構造解析と持続可能な残存要素の成果を基に,近郊農村の神奈川県大井町相和地域の丘陵地帯における典型集落と、山村の愛知県旭町築羽地区の田園環境保全を保有している中山間地域において,集落の立地条件の異なる(相和地域:上山田、中屋敷、下山田、篠窪、柳、高尾、赤田の7集落)と(築羽地区:坪崎、日下部、八幡の3集落)複数の集落を対象に田園環境保全要素(ストック)の実態調査と住民との座談会や地域組織への聞き取り調査などを行い、近郊農村、山村においての豊かな田園居住環境の持続的な環境保全型農村集落のあるべき姿を検討した。なお、この他に新たな維持・管理システムを考え出すために、優良事例の山形県金山町共生のむら杉沢、京都府美山町、長野県穂高町などの事例調査を実施した。これらの結果と従来の研究成果を踏まえ、新しい環境保全型の維持・管理システムと新たな田園居住環境保全の形成を図るためには、宅地(家屋も含む)・農地・山林の維持管理については、所有権と使用権の分離による土地管理責任についての合意形成の必要性、及び住民参加による集落土地利用計画作成による共同管理による集落空間の秩序形成と新たな土地利用への合意形成の必要性、地域資源の再認識と維持保全や新たな活用方策の必要性など、新たな維持・管理システムの提案の検討を行った。3.今後は、特定な集落でこれらの提案を実践し、試行する中で維持・管理システムの実効性を検討する必要がある。
