本研究は,土地改革・緑の革命などによる農村社会の変容過程と非農業部門の成長の両視点から農村労働者の就業構造と賃金率の変動の分析を行い,農村労働市場の構造変化を解明し,「経済改革」が弱者層に及ぼした影響を検討しようとするものである.土地保有,農業生産や州別GDPデータ,ならびに雇用失業調査および家計調査の個票データ(1983・1993年,10万世帯におよぶ詳細・大量データ)を入手,整理した.農業労働賃金データはデータベース化した.本研究から得た知見は以下のとおりである.土地保有の零細化により自家農業従事と賃雇用が減退したが,緑の革命など農業成長による雇用拡大がそれを上回り,農業労働者の就業状態は改善した.農業常雇から臨時雇いへ(臨時化),また農業労働の女性化が進行した.農業労働者への分配は改善されたとはいえない.非農業就業は全体としては拡大しているが,小規模農村工業が雇用面において縮小した.若年労働力の就業構造の分析から,少なくとも農村部に留まった学卒者が非農業部門に大量に就職するには至っていないといえる.農村部における非農業就業は多様であるが,農業労働者やその子弟がアクセスできる業種・職種は限られており,世代間の職業移動も限られている.非農業就業は農閑期の就業状態改善には一定の役割を果たしたが,その他の時期における就業状態の改善は農業成長による.労働市場の統合分析の結果,産業間および地域間の波及効果は弱く,したがって非農業部門成長のトリックルダウン効果には限界がある.総合農村開発計画(IRDP),農村雇用計画(JRY)および公的配給制度(PDS)が外的ショック時における雇用の維持や物価騰貴抑制など一定の効果をもった.近年,経済改革下においてセーフティ・ネットとしてその改編が実施されている.

This paper analyzes the transformation process of rural society and the growth of non-agricultural sectors, analyzes the structure of rural labor market and the change of labor rate, and discusses the influence of "economic reform" on the weak layer. Land tenure, agricultural production, state GDP data, employment, unemployment survey and household survey data (1983 - 1993, 100,000 years) were started and sorted out. Agriculture is the most important aspect of agriculture. This study is based on the following knowledge: Land tenure has been refined, employment in agriculture has declined, employment in agriculture has increased, and employment in agriculture has improved. The feminization of agriculture is proceeding. The distribution of agricultural products has been improved. Non-agricultural employment is growing, while employment in small-scale rural industries is shrinking. If we analyze the employment structure of the agricultural sector, we will find that there are fewer students in the rural sector and a large number of employees in the non-agricultural sector. The rural sector is divided into non-agricultural sectors, agricultural sectors and non-agricultural sectors. Non-farm employment improved during the slack season, and improved during other periods. The results of the integrated analysis of the agricultural market show that the effects of industrial and geographical fluctuations are weak, and the effects of non-agricultural sector growth are limited. Integrated Rural Development Program (IRDP), Rural Employment Program (JRY), and Public Distribution System (PDS) are designed to provide timely, effective, and cost-effective support for employment.
