1.研究の背景と目的近年、都市や農村では市街地空洞化や過疎化、少子高齢化など様々な地域課題を抱えている。そうした中、英国では地域再生の手段としてミュージアム活動が用いられている。但し、持続可能なまちづくりを展開させていくには地域住民の協力と行政による支援が不可欠であり、さらに専門家で組織されるNPOなどがミュージアムの運営に関わっていくことが重要である。本研究では、都市にアメニティを与える地域遺産をミュージアム活動により管理運営するための諸要因や諸条件を明らかにすることを目的とする。2.研究方法と調査概要方法として先ずミュージアムの活動経緯から事業手法の特徴を把握し、次に財源及び公的補助金どの関わりから経営方法を捉え、最後に地域遺産を管理運営するための条件を明らかにする。調査対象は、イングランド中西部のシュロップシャー州で活動するアイアンブリッジ・ゴージ・ミュージアム・トラストである。選定理由はチャリティ団体によるインディペンデント・ミュージアムとして独自で資金調達を行ないながら総合的に地域遺産を管理運営しているからである。調査手法として現地を訪れ文献資料を収集し、関係者に対して聴き取り調査を行なった。3.結果ミュージアム活動の視点から地域遺産の管理運営の方法を捉え、以下の2つのことが指摘できた。民間非営利団体のトラストにより都市空間にアメニティを提供する自然や文化・産業などの地域遺産を管理運営することが可能である。但し、それらの公的活動に対して行政機関からの資金援助が必要であることがわかった。ミュージアムの持つ文化・芸術的なイメージは、衰退した地域の環境を一新させ、新たな企業の誘致や観光客を引き寄せる働きもあることがわかった。但し事業を拡大するには安定した自主財源を確保することが重要であり、民間企業並の経営手法のノウハウを取り入れることが必要である。

1. Background and purpose of this study In recent years, urban and rural areas have become more and more urban and rural, and urban areas have become more and more urban and rural. This study is aimed at clarifying the main factors of urban development and regional heritage management. 2. The research method and survey outline method are as follows: firstly, to grasp the characteristics of the business methods, secondly, to grasp the financial resources and public subsidies, and finally, to clarify the conditions for the management of the regional heritage. The survey was conducted on the activities of the Central and Western regions of the country. The reason for selection is that the fund is transferred independently from the management of the regional heritage. The method of investigation is to collect the literature data in situ, and to conduct investigation according to the relationship between them. 3. The results show that the viewpoint of the activity is different from the method of managing the regional heritage. The following two points are pointed out. Non-governmental organizations provide services for the management of natural and cultural heritage. However, the activities of the government are necessary for the financial assistance of the administrative organs. The company's culture and technology are in decline, and the environment is in decline. However, it is important to ensure the stability of the enterprise and the management of the private enterprise.
