今年度の研究実績に関しては、第一に、本研究の重要テーマである「対外開放後の中国における直接投資導入政策の始まり」について書き終えたことである。この論文は、華国鋒政権の経済失策から始まり、経済政策と権力闘争との関連、国内における自由主義経済学的な思想の広まり、中央指導部内における合弁法の成立過程と地方(広東省)レベルにおける経済特区の実現に至るまでの政治過程、実際の投資導入額に関する議論を振り返り、直接投資導入政策を実現する上で不可欠な要素(〓小平の政治的庇護、地方幹部の積極的な主導、中央と地方の政策調整を担当した中央の経済官僚)を指摘した。また、合弁法や経済特区条例の法律としての曖昧さが保守派の抵抗を抑えて成立したと論じた。この論文(A4サイズで50枚、約5万字)に関しては、通常の公表論文として指定される2万字を大幅に上回ったため、また、構成上、部分的に切り取って公表することは困難であるため、どのような公表の形式を取るかについては考案中である。なお、2003年1月に、本論の主要部分である政策実現までの政治過程だけを抜き出して短縮・整理し、立命館大学国際地域研究所に応募した(現在・審査中で、採否の結果は3月初旬に出る予定)。第二に、このテーマに適切な分析の視点について、党と政府、中央と地方を中国政治の構造的要因とみなし、1万5000字程度の小論文を仕上げた。この論文は、現在、指導教官に提出しており、コメントや批判を待っている状態である(3月中旬に返却される予定)。分析視点だけを独立した公表論文とすることは難しいかもしれないが、出来れば、研究ノートという形で近い将来に公表したいと考えている。現在は、本研究のいま一つのテーマである直接投資導入政策の定着の理由について、執筆中。
