インターネット時代は、国境の意味を相対化させ、言語によって人々が分断され始めている。こうした言語境による人々が分断される状況をここでは「言政学的状況」を名づける。言政学的状況下では、何語を基軸言語とするかがきわめて重要になる。現在、世界では英語が基軸言語化しているが、英語だけが基軸言語ではない点にも注意が必要である。世界はグローバリゼーションの波にあるのではなく、英語基軸言語圏というオーシャニゼーション(海洋化)とその他の言語文化圏のコンチネンタリゼーショシ(大陸化)の渦の中にある。そのような状況の中で、どのような言語施策をとるかは、情報産業にかなり決定的な影響を与え、その最も大きな影響を受けるのが大学である。たとえば、遠隔教育は今や現実のものになりつつあるが、そこでは地理的な距離は、何ら教育の障害とはならない。むしろ、遠隔教育が日本語で行われるか、英語で行われるか、あるいは中国語で行われるかによって、人々が分断されている。インターネット時代は、言語による分断が、日常化する社会であり、そのことは地理的な国境を元に、法制度によって教育体系を作り上げている近代社会の教育そのものが大きく変化するであろう。また、インターネット社会は英語中心社会ではあっても決して、英語一色の社会ではない。英語基軸言語圏というオーシャニゼーション(海洋化)と他の言語圏のコンチネンタリゼーション(大陸化)が同時に起こっているのであり、安易に「グローバリゼーション」(地球化)という用語を使うことは適切ではない。
